Two points

In this image the rose on the right is the dominant part of the image. Not only is it larger it is also in a superior position (at the top of the image). Although there is difficulty in resolving the composition the eye generally returns to the larger rose.

In this image there is greater equality in size of the two statues and dominance is less easy to establish. The sizes of the statues are probably seen to be a closer match because our brains interpret the size of the left statue as being further away and therefore of equal size because our real life experience tells us that this is usually the case. Dominance of one over the other is difficult to establish.

When looking at this image we 'know' that the ship is much larger than the man and therefore a considerable distance away.  Which we see as the dominant element is likely to be a very personal matter  depending upon our own interests and what we think the picture is trying to tell us.
